Taylor Engineering provided engineering and permitting services for repair of a concrete wharf at U.S. Coast Guard (USCG) Sector Field Office (SFO) Fort Macon. The approximately 50-year-old, 300-ft-long, 20-ft-wide structure provides a staging and berthing area for the 2,000-ton aids to navigation vessel — M/V ELM. The pier’s substructure, superstructure, and deck had defects including section loss, scaling and delamination, and exposed reinforcing with significant corrosion. Taylor Engineering’s work began with an above-water and underwater inspection of the structures to document their condition. Based on the inspection results, through a stepwise deliverable process, Taylor Engineering developed an engineered design to rehabilitate the pier. Repairs included pile jackets, spall restorations, epoxy crack injection, cathodic protection, fender replacements, and concrete deck flood coat rehabilitation.
To gain regulatory approval for the project, Taylor Engineering developed an application for a Nationwide Type 3 Maintenance Permit from the Department of the Army (USACE) and an information package for the State of North Carolina Coastal Zone Management Act (CZMA) compliance review and concurrence.
