Federal Emergency Management Agency (FEMA) contracted Focus Revision Partners (FOCUS), a small business joint venture formed by Taylor Engineering, Inc. and Leonard Jackson Associates, to provide nationwide review and processing support for MT-2 Conditional Letters of Map Revision (CLOMRs) and Letters of Map Revision (LOMRs).
A LOMR is FEMA’s official modification to an effective Flood Insurance Rate Map (FIRM) which reflects changes in mapped areas for flood zones, floodplain areas, floodways, and flood elevations. Under this new small business single-award contract, the FOCUS JV will support FEMA Headquarters (HQ) in helping approximately 22,000 communities nationwide participating in the National Flood Insurance Program (NFIP) maintain their FIRMs when changes to physical and/or climatic information results in a change to the flood hazard information in the vicinity of flooding sources shown on the FIRMs, in addition to man-made changes (grading or moving flood sources) and culvert and/or bridge addition or replacement that result in a change to effective flood delineations and/or extents, floodway and/or Base Flood Elevations (BFEs).
We are excited that this new contract provides an opportunity for our small, employee-owned team of coastal and riverine engineers and geospatial professionals to expand our geographic reach across all 10 FEMA Regions. This allows us to continue supporting this critical program and process, benefiting both FEMA and communities nationwide.
Upon FEMA’s receipt of a CLOMR/LOMR, Taylor Engineering, Inc.’s team is responsible for:
- Reviewing MT-2 requests to provide expert recommendations to FEMA HQ whether the submitted justifies revisions to flood hazard data, while verifying compliance with NFIP regulations.
- Processing MT-2 requests in accordance with the NFIP regulations, FEMA policies, and practices (standards and guidance).
Taylor Engineering, Inc. is also pleased to provide the MT2 program management services on behalf of the FOCUS JV to FEMA. This contract has a combined program ceiling of over $100 million for a one-year base period with four, one-year option years.
In addition to the JV member firms, the FOCUS JV is comprised of large and small business subconsultants AECOM, CDM Federal Programs Corporation, Galt Group, Inc., Gemini Engineering and Sciences, Inc., West Consulting, Inc., as well as specialty subconsultants.
