<br>Crystal Springs Drainage Study</br>

Project Description

Under contract to the City of Jacksonville, Taylor Engineering completed a study to evaluate the existing conditions in the Crystal Springs area and determine the feasibility of three drainage improvement alternatives. The Crystal Springs neighborhood is located in northwest Jacksonville, just south of I-10 and west of I-295. The study resulted in recommendations for inclusion in a final construction design plan for the Crystal Springs drainage improvements project. Primary tasks for the study included:

  • A site reconnaissance and community survey
  • Hydrologic and hydraulic analyses
  • Phase I environmental site assessment and wetland delineations
  • Development of the conceptual stormwater ponds and weirs
  • Evaluation of the stormwater study
  • Recommendations

Taylor Engineering reviewed the city’s Master Stormwater Management Plan and SWMM model to develop model boundary conditions for a new detailed ICPR stormwater model. Staff used the ICPR model to simulate flow and stages resulting from various rainfall events within the study area. The detailed stormwater model simulated various drainage improvement alternatives. Model results and community feedback supported three drainage improvement alternatives. The selected design included recommendations and improvements resulting from the study, and the most effective and economical components of each alternative. The Crystal Springs designed system involved complex hydraulic conditions including downstream flood control and backflow, and allowance for future improvements. The selected design includes the intended purchase of a forested wetland tract for additional stormwater management facilities, numerous existing stormwater upgrades, ditch modifications, and permitting. Ongoing services include design drawings, specifications, and estimated costs.
